HTML Specification 4.01 - the complete language specification - contains some CSS guidelines.
CSS Specification 2 - The complete manual and how-to guide for Cascading Style Sheets.
HTML Writers Guild - they have lot's of tutorials.

CGI Programming with PERL by Scott Guelich - a bit dated, but still valuable. Combine it with an up-to-date HTML book.
Core PHP Programming by Leon Atkinson - you'll need this book if you want to learn how to customize a Content Management System.
php-Nuke - early open source CMS. Free. Lot's of add-ons.
post-Nuke - a php-Nuke derivative.
Dragonfly - another php-Nuke derivitive with emphesis on security and speed. Most likely will supercede Drupal for future KAG domain (according to Twisty).
php-website Freeware CMS, in use by the U.S.S Nokomis.
Mediawiki - also free, used by Wikipedia, Memory Alpha, and KAG's Cold Death Quadrant.
Drupal - another CMS, not related to php-Nuke...I've mucked around wit it some; it's not a favorite of mine.
Geek Log - another CMS, not related to php-Nuke. No opinion.
Live Journal - lot's of folks in Fandom are on this system.
Blogger, also known as blogspot. Allows up to ten co-bloggers.
tribe community site with blogging built in.
myspace community site with blogging built in.
word press good blogging tool, and it is freeware.
movable type - considered the standard by bloggers. Pricey, but there is a free option.
Find My Hosting can be used to compare web hosting providers for price and features. If you plan on using a CMS, be sure the hosting provider you select includes mySQL databases as well as PERL and PHP language support.
Never having used any of these options, I have no recommendation as to which one to try out.

WinFTP - pricey.
WS FTP - pricey.
winSCP - use this utility when you need a secure file transport utility.
FileZilla - open source, top of the line FTP utility, and it is free.
Komodo Edit - excellent text editor and free, best of both worlds.
Win Edit - excellent text editor for HTML and otehr programming languages. A touch pricey.
Text Pad - good general purpose text editor similar to Win Edit. Less pricey than WinEdit.
Front Page Microsoft product. Pricey.
Extended Klingon Dagger font
Remember, when using non-standard fonts, include a URL where they can be downloaded from.
In fact, this site is best viewed with the Klingon Dagger Font.
PovRay - Persistance of Vision Ray tracing - great for generating 3D images, including text. Very powerful graphic design tool. Steep learning curve.
Paint Shop Pro - commercial application from Coral. Very good tool for editing/modifying images, as well as simple graphic design.
gimp - open source graphics design application first developed for Linux, now available for Windows. Very powerful, and has a steep learning curve.
